Mizoram FM presents vote-on-account

Mizoram Finance Minister H Liansailova today presented a vote-on-account seeking approval of the state Assembly to withdraw an amount of Rs 1,633.12 crore for the first four months of 2012-13 fiscal year. "As the state annual plan for 2012-13 has not yet been finalised, I am not in a position to present a regular budget and seek vote-on-account for the first four months and I will lay regular budget in due course," Mr Liansailova told members of the House. Mr Liansailova also presented a supplementary demand of Rs 783.33 crore for 2011-12. As it was not possible to highlight the plan commitments due to the non-finalisation of the state plan fund, the Finance Minister proposed the annual plan for 2012-13 at Rs 1700 at the level of the previous plan size. Though the Finance Minister did not propose any new taxes or increase in the rates of taxes, he emphasised the need for generation of resources for the government. "Any endeavour of the state government towards generation of own revenue in terms of tax and non-tax has not received support from the public which has opposed it on account of dependency syndrome," he said.
