''Notification for the elections will be issued on October 4 while the Model Code of Conduct comes into effect from today,'' the SEC said.
Last date of filing nominations is October 11 which will be followed by scrutiny of nominations on October 12. Last date of withdrawal of nominations is slated for October 14 and counting of votes will be held on November 4.
The existing electoral rolls for village councils were adopted as electoral roll for the first election to the Aizawl Municipal Council.
According to the final rolls published on August 6, there are 1,68,649 electors in the Aizawl Municipal Council area, of which 88,259 are female, outnumbering their male counterparts by 7869.
Electronic voting machines will be used in these elections.
''The SEC has already made arrangements to ensure availability of adequate number of EVMs for the smooth conduct of elections. A two-stage randomisation of EVMs will be conducted,'' the election official said.
There will be 174 polling stations for the 19 municipal awards covering ten assembly constituencies. Of the 19 wards, six wards - ward numbers 2, 4, 6, 11, 12 and 17 - are reserved for women while ward number 9 is general ward.
The total expenditure of a candidate is limited to Rs one lakh. ''As stipulated under sub-rule (8) of Rule 33 of Mizoram Municipalities (Election to Councillors) Rules, 2007, as amended in 2010, the candidates are required to maintain a daily account of expenditure and submit it to the designated officers/election observers three times during campaign period,'' the election official said.
In order to strengthen the cause of free and fair elections, the State Election Commission has decided to distribute three types of awards - best polling party, best ward in observance of Model Code of Conduct, highest voters turnout and oldest voter (for male and female) awards.
